This week Mississippi surpassed Louisiana as the state with the highest mortgage-delinquency rate, almost triple the national rate. But that isn't scaring away investors, particularly on the Coast where Biloxi-Gulfport and Pascagoula just registered the highest jumps in home-sales prices on record.
